Police Reports / Records

How to file a report:  If it is an emergency dial 911.

If you're at one of our stations we'll have an officer come in to take your report. We'll need to know some very basic things: Briefly, what happened, where it happened (the address, if possible) and when it happened. OR you can call Dispatch Center and, if you're in Seaside, the officer will come to you. Their phone number is 394-6811. Keep in mind that you will not be speaking with an officer when you call dispatch. The dispatchers are Monterey County employees located in Salinas so they will have very little information they can share with you.

Hours of operation:


24 hours a day if you need to make a report. Copies of police reports are released only Monday through Friday 8AM to 4PM (excluding holidays).

Obtaining a copy of a police report:


Contact us. We'll release the report where appropriate. You will need to have a driver license or ID card with your picture on it for collision reports. Requests for other incident reports are submitted in writing. The department will send you a copy by mail once it is determined that it may be released.

The fees for police reports are:
$10.00 All traffic collision reports
.10 cents per page for all other reports after the first 10 pages.

Obtaining a copy of a collision report:


You can pick up a copy from us. It'll cost $10.00 and be sure to bring a picture ID.

Towed vehicle release:


We'll issue the vehicle release to get your car out of the storage yard. You will have to show us your valid driver license, the vehicle's current registration, and proof of insurance. There is a $40.00 fee for vehicle releases except in the case of reclaiming a stolen vehicle.

If your vehicle was towed because the driver was unlicensed or suspended, then the vehicle stays in storage for 30 days at your expense (Vehicle Code section 14602.6).You can try to get it out sooner by contacting the Mediation Center of Monterey at (831) 649-6219 to make an appointment for a hearing or pick up a brochure from us.

If your vehicle was towed by Vehicle Abatement it will be $102.00 to be paid to the City of Seaside before you can get a release.

Fix it ticket sign off:


We'll sign it off, but there's a $5.00 fee if we issued the citation, or $8.00 if another agency issued the citation.

Lost traffic ticket:


Contact the Superior Court of Monterey County, Marina Division at:

883-5300.

Where to pay a parking ticket:


Pay it directly to Enforcement Technology, San Ramon, CA 94583, or call them at 1-800-281-7275

Bicycle license:


Contact the Fire Department at 899-6790. It'll cost $1.00.

Checking for sex offenders in your area:

Get in touch with the Monterey County Sheriff's Department (831) 755-3700. They have the CD-ROM for the entire state. Their hours are 1PM to 4PM every Monday, Wednesday, or Friday (excluding holidays).

Mandatory Registration:


Call PSA Rosa during normal business hours, excluding holidays and weekends, at 899-6860 for an appointment.

Clearance letter for immigration:


Call Joyce at 899-6753. It costs $16.00 if you don't have a record. The cost is $29.00 with a record.

Impounded Vehicles

What is a 30 Day Impound?


Vehicle Code section 14602.6(a) authorizes the impounding of a vehicle "Whenever a peace officer determines that a person was driving a vehicle while his or her driving privilege was suspended or revoked or without ever having been issued a driver license, the peace officer may…cause the removal and seizure of that vehicle…" "Avehicle so impounded shall be impounded for 30 days." (emphasis added)

What if my license is only expired?


Though a vehicle may be towed and stored if you are stopped while driving on an expired license, it will not be impounded for 30 days.

What if I have a license, but I'm stopped while driving a vehicle out of my class?

Though the vehicle may be towed in this situation it will not be impounded for 30 days. Example: If you are stopped while driving a motorcycle and have a valid driver license without a motorcycle endorsement the motorcycle may be towed and stored however, not impounded.


Abandoned vehicles

Why was my vehicle tagged?


Vehicles can be tagged in response to a neighborhood complaint or when observed parked more than 72 hour by a peace officer or the Vehicle Abatement Officer.

Vehicles moved for a short distance to satisfy the 72-hour limit will not be recognized as complying with the law. The vehicle will be considered as being stored on public property and the registered owner will be liable for towing and storage.

How long can I park on the public street?


You may park on the public street for 72 consecutive hours (3 days).

Why was my car towed without a notice?


California Vehicle Code 22651(o) Vehicles with expired registration over six months authorizes the Vehicle Abatement Officer to tow and store the vehicle without notice.

How can I get my vehicle back?

    1. Contact the Seaside Police Department.
    2. Need to know the date when the vehicle was towed and must have valid identification.
    3. Fee payable to the City of Seaside in the amount of $102.00, In order to receive a release for the vehicle.
    4. Upon retrieving vehicle from Pick-N-Pull Towing (contracted by the City of Seaside) there will be an additional fee payable to Pick-N-Pull for towing and storage before the vehicle can be released.
    5. If you have no desire to retrieve your vehicle, but have personal items, you may retrieve your personal items, however, no parts i.e., radio, battery, hubcaps, etc. can be removed from the vehicle.

Radar Trailer

What is a Mobile Radar Trailer?


The Mobile Radar Trailer (MRT) is a trailer mounted radar unit designed to be placed at a specific location for 1) gathering traffic flow information or, 2) advising approaching motorists of their current speed. The MRT has a lighted message board that indicates the speed of approaching vehicles. Speeds at or below the computer-set speed will be indicated with yellow lights. Speeds over the set speed will be indicated with flashing red lights. Additionally, the on-board computer can be utilized to record traffic flows for future analysis.

Can I get a ticket from the MRT?


No. The MRT is designed to either gather data or inform motorists of their speed. It is not capable of recording specific vehicle information for use in issuing citations. However, a police officer working in conjunction with the MRT could issue a citation, so always drive safely within the speed limit. Remember, the prima facie (actual, unless otherwise posted) speed limit for all streets is 25 mph.

How do I request the MRT for a specific location?

Currently, the best way to request the MRT is to contact the Patrol Commander through the Records Division at 831-899-6748, or by attending the Traffic Advisory Committee meetings held the third Tuesday of each month at City Hall. Bear in mind that the MRT cannot be placed in certain locations based on street width and/or availability of space.


Fingerprinting

 

I need to be fingerprinted for a new job. Does the Seaside Police Department do fingerprinting?


Yes, Live Scan fingerprinting isavailable by appointment only on Friday mornings between 9:30 A.M. and 11:30 A.M. Please call 899-6748 to schedule an appointment.

Please do not bring children with you to your appointment. There is no child care available and we will not allow them to remain unattended in the lobby.

If you are late for your appointment you will have to reschedule.

Please call the Department if you need to reschedule or cancel an existing appointment as there is a heavy demand for appointments. You will generally need to wait three weeks for an appointment.

How long does it take to get fingerprinted?


Appointments take about twenty-five minutes.

What is Live Scan fingerprinting?


Electronic fingerprint capture at a computer.

How long does it take for my employer to get the results of my fingerprinting?


The prints are transmitted to the Department of Justice in Sacramento and the contact person named on the "Request For LiveScan Service Applicant Submission" receives the results within a week.

The results are not sent to the Seaside Police Department.

I have changed jobs and my new employer wants me to get fingerprinted. I had previously been fingerprinted at Seaside Police Department for another job. Can I get a copy of my prints from the Seaside Police Department?


No, the LiveScan computer only retains the fingerprints of the last fifty people fingerprinted, and the oldest set of prints is replaced as each new person is fingerprinted.

In addition, for liability purposes, your new employer wants to be able to prove they have had you fingerprinted. It is not just for identification purposes that you are fingerprinted.

How much does it cost to get LiveScan fingerprints?


LiveScan fingerprinting costs the $16.00 rolling fee plus:

  • $32.00 for Department of Justice (DOJ) Clearance
  • an additional $19.00 if you also require FBI clearance

The DOJ and FBI fees are standard no matter what agency does the fingerprinting.

The level of clearance you require will be checked off or written out on your "Request For LiveScan Service Applicant Submission".

Who Pays for LiveScan fingerprinting?


The agency that has requested that you be fingerprinted may have provided an account number to charge these fees to. Look on the application form for a block called "Agency Billing Number". If this block is blank or says "fees paid by applicant", then you will need to pay.

Often the employer will pay the LiveScan fees for a prospective employee. If this is the case, they will have put a six-digit account number in the block entitled "Agency Billing Number".

It is suggested that you clarify the payment of the fees with your employer before you come to your appointment.

Can I pay using a credit card?


No, we only accept cash or a check with a current address imprinted on it.

If paying by check, please make it out to the "City of Seaside". Checks MUST be imprinted with the applicant's current address.

What do I need to bring to my fingerprint appointment?


LiveScan application form

Cash or check

Valid picture identification such as a current driver license.


Animal Control

What to do about dogs running at large:


Call the Animal Control Officer (ACO)

What to do about a barking dog:

    1. If possible, discuss the problem with the owner of the dog.
    2. Contact the Animal Control Officer.
    3. Officer will contact the owner of the dog, if the problem continues the owner will get cited.

What to do about stray cats on my property:

    1. Seek medical attention.
    2. If the animal is not yours, see if you can get the animal's owner information.
